HB 142 Relative to teacher evaluation systems

ANALYSIS: This bill provides that the school board shall be responsible for the development and implementation of a teacher evaluation system.

Here is the whole bill, since it is so short:   The school board is responsible for the development, adoption, implementation, and monitoring of a teacher evaluation system. The school board may consult with school administrators and teachers in the development of a teacher evaluation system. In this paragraph, “teacher” shall have the same meaning as provided in RSA 189:14-a, V.

ANHPE Analysis: Under this bill, the sole authority for teach evaluation, hiring and firing would be with the school boards.  The NH DOE could advise and provide resources, but not direct the school districts.

    this legislation would be a logjam to RTTT funds, imo.
